

The 403rd Infantry “Peacemaker” Brigade, 4th Infantry Division, Philippine Army formally welcomed its new Brigade Commander in a dignified Assumption of Command Ceremony held at Headquarters, 403Bde, Camp Osito D. Bahian, Impalambong, Malaybalay City, Bukidnon on May 07, 2025.
Colonel Seigfred C Tubalado, officially assumed command of the 403rd Brigade, succeeding Colonel Emil J Cruz, who served with distinction as Acting Commander. The change in leadership was presided over by Major General Michele B Anayron Jr, Commander of the 4th Infantry Division, who commended the outgoing acting commander as steward of 403Bde and expressed confidence in the incoming commander’s leadership.
In his remarks, Col. Tubalado, the newly installed Commander, 403Bde expressed his gratitude for the trust and confidence bestowed upon him. He pledged to continue the brigade’s mission of sustaining peace and security in the Area of Responsibility.
“I am deeply honored and humbled by this responsibility. It is another opportunity to serve our people. I welcomed the challenge with open arms and a committed heart. Together with the dedicated officers, enlisted personnel, and civilian stakeholders of 403Bde, we will pursue our shared goal of lasting peace and development in our area of responsibility,” said Col. Tubalado.
Meanwhile, MGen Anayron expressed his confidence that the new Commander will remain composed and resilient even in challenging situations. Likewise, he emphasized the importance of the collaboration with the stakeholders in supporting the program and projects of the brigade. He also encouraged the brigade personnel to extend their unwavering support to the new Brigade Commander.
The ceremony was attended by key military officers, local government officials, partner agencies, and stakeholders from the communities the brigade serves.
The 403rd Brigade continues to play a vital role in internal security operations and peace initiatives in Northern Mindanao, supporting the government’s efforts towards inclusive progress and ending local communist armed conflict.
