CAMP EVANGELISTA, Cagayan de Oro City – A total of thirty-six (36) Former Rebels (FRs) took a significant step towards a peaceful and productive life as they were officially welcomed back into mainstream society during the Presentation of Former Rebels and Press Conference held at Camp Osito D Bahian, Barangay Impalambong, Malaybalay City, Bukidnon on January 10, 2025.
The event, organized by the 403rd Infantry Brigade under the 4th Infantry (Diamond) Division in collaboration with the Local Government Unit (LGU) of Malaybalay City, aimed to celebrate progress in the ongoing efforts to end the local communist insurgency.
This event highlighted the 4ID’s commitment to peacebuilding through various government programs, most notably the Enhanced Comprehensive Local Integration Program (E-CLIP), which facilitates the return of former rebels to civilian life. The reintegration of these 36 FRs further underscores the success of the government’s holistic approach to ending insurgency through dialogue, rehabilitation, and opportunity.
The former rebels who participated in the event surrendered their firearms to various units under the operational control of the 403rd Infantry Brigade, including the 8th Infantry Battalion, 88th Infantry Battalion, 26th Infantry Battalion, and the 1st Special Forces Battalion.
In total, they turned over high-powered firearms of various calibers, signifying their commitment to leaving behind violence and embracing a new chapter in life. This act was celebrated as a collective success by the Philippine Army, the Philippine National Police (PNP), and other local government agencies working together under the E-CLIP Committee of Bukidnon.
Several key military and government officials attended the event, including Brigadier General Consolito P. Yecla, Assistant Division Commander of the 4th Infantry Division, Brigadier General Michele B. Anayron Jr., Commander of the 403rd Infantry Brigade, and Lt. Col. Manuel B. Estanilla, Assistant Chief of Staff for Civil-Military Operations (OG7). Local government leaders and media representatives were also present to witness the occasion.
In a statement, Brigadier General Anayron Jr. expressed his full support for the former rebels as they begin their reintegration journey.
“We commend you for making the decision to lay down your arms and embrace peace. This marks the beginning of your transformation and reintegration into society. The troops, together with local authorities, will provide all the necessary support to help you build a better future for yourselves and your families,” said Brigadier General Anayron Jr.
Meanwhile, Brigadier General Consolito P. Yecla delivered an inspiring message on behalf of Major General Jose Maria R. Cuerpo II, emphasizing the significant impact of peacebuilding initiatives and the effectiveness of the E-CLIP program.
He stated that as the 36 former rebels embark on their new journey of reintegration, the 4ID will continue to extend their call to other members of insurgent groups to lay down their arms and embrace a life of peace.
“The success of this initiative is a testament to the collaboration between our military forces, local government units, and the people of Bukidnon. We are committed to ensuring that the path ahead for these former rebels will be filled with peace and prosperity. The 4ID, in collaboration with local authorities, is dedicated to promoting peace, strengthening communities, and helping those who want to break free from armed conflict. Through programs like E-CLIP, the government provides former rebels the support they need to build peaceful, productive lives,” said Brigadier General Yecla.
