The 4th Infantry (Diamond) Division enhanced its collaboration with various agencies to strengthen peace and order in the region during the first quarter of the 2025 Regional Peace and Order Council 10 (RPOC 10) Full Council Meeting at the Mallberry Suites Business Hotel in Cagayan de Oro City on February 10, 2025.
The activity was led by Hon. Xavier Jesus D. Romualdo, the Governor of the Province of Camiguin and Chairperson of the Regional Peace and Order Council (RPOC). He was joined by Brigadier General Michele B. Anayron Jr., the Commander of the 4th Infantry Division, and Police Brigadier General Jaysen C. De Guzman, the Regional Director of Police Regional Office 10. Also present were heads and representatives from various national agencies in Region 10, civil society organizations, and other key partners.
The session emphasized the importance of collaboration across multiple sectors to address concerns related to regional peace and order. It primarily focused on the COMELEC guidelines for the upcoming May 2025 Midterm National and Local Elections. Additionally, updates were provided on the Enhanced Comprehensive Local Integration Program (E-CLIP) for former rebels, as well as preventive measures aimed at countering the violent extremism efforts of communist terrorist groups (CTGs) and other threat groups.
During the meeting, Colonel Michael Rey S. Reuyan, the Assistant Chief of Staff for Operations (OG3) of the 4ID, provided updates on internal security operations in Region 10. He reported a significant reduction in the capabilities of communist terrorist groups (CTG), noting that 45 CTG were neutralized, and 28 firearms were seized between November 10 and February 10, 2025. Additionally, he discussed updates on the Enhanced Comprehensive Local Integration Program (E-CLIP), support for People’s Organizations, and the proactive measures 4ID is implementing in preparation for the upcoming elections.
In a statement, BGen Anayron said that 4ID is committed to fostering collaboration, improving security measures, and ensuring a unified approach to create a safer and more resilient region amidst security challenges.
