4ID Assistant Division Commander for Reservists and Retirees Affairs Strengthens Ties with TESDA-10 to Enhance Training and Integration of Reservists

In an ongoing effort to promote collaboration between the 4th Infantry (Diamond) Division and the Technical Education and Skills Development Authority – Region 10 (TESDA-10), Colonel Rey Pasco, the Assistant Division Commander for Reservists and Retirees Affairs, paid a courtesy visit to TESDA-10 Regional Director Rafael Y. Abrogar II. The meeting took place at the TESDA X Building in Macasandig, Cagayan de Oro City, on February 13, 2025.

The meeting underscored the importance of increasing the participation of reservists, regular forces, and retirees in TESDA training programs. A key agenda item was the drafting of a Memorandum of Understanding (MOU) to institutionalize the partnership between the 4th Infantry Division and TESDA-10. The agreement seeks to formalize collaborative efforts to provide 4ID personnel including active service members, reservists, and retirees access to specialized TESDA training programs. By equipping them with essential skills applicable in both military and civilian sectors, the initiative ensures they are well-prepared for diverse career opportunities, reinforcing their contributions to national development and security.

Another significant topic was the full integration of reservists, regular troops, and retirees into TESDA training programs. By opening TESDA-accredited courses to these individuals, the initiative aims to enhance their practical skills for post-military employment while strengthening their capabilities in national defense, disaster response, and humanitarian missions. Additionally, the discussion highlighted the importance of conducting Information Education Campaigns within TESDA training centers and accredited schools. These efforts will help educate students and trainees about the Philippine Army’s role in national development and security.

To further solidify the collaboration, both parties explored the development of Army-specific training modules. These modules will align TESDA’s vocational and technical training programs with the competencies required for reservists and active military personnel. TESDA-10 also presented a list of available courses, providing an overview of programs designed to enhance Army personnel’s career development and technical proficiency.

During the discussion, TESDA-10 invited Colonel Pasco to attend its regional meeting with Provincial Directors, providing an opportunity to reinforce 4ID’s commitment to skills development and national service. Furthermore, to strengthen this collaboration, the 4ID will establish a permanent presence in TESDA’s Training Induction Programs (TIPs) by setting up an Army booth at every TIP event. This initiative aims to engage TESDA trainees who may be interested in joining the Army Reserve Command by providing information about the application process, requirements, and benefits of becoming a reservist.

In a statement, Colonel Pasco emphasized the importance of this partnership in fostering a well-equipped, mission-ready, and skilled force that benefits both the military and civilian sectors.

“The Diamond Troopers are not only dedicated to defending the country but also to building its future. By integrating our reservists, regular forces, and retirees into TESDA’s training programs, we ensure that they remain highly skilled, mission-ready, and valuable assets to our society. This collaboration is not just about training—it is about equipping individuals with the tools they need to serve their country in both military and civilian capacities,” said Colonel Pasco.

Meanwhile, 4ID Commander Brigadier General Michele B. Anayron Jr. highlighted the significance of this strengthened partnership, emphasizing that it marks a major step forward in merging national defense with technical education and skills training. He noted that by bridging the gap between military service and vocational development, this initiative will empower both Army personnel and TESDA trainees, ultimately contributing to a stronger, more resilient nation.
