4ID, DSWD Caraga Reaffirm Partnership in “Tinabalangay sa Trese Forum” and MOU Signing

CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry (Diamond) Division and the Department of Social Welfare and Development (DSWD) Field Office Caraga reaffirmed commitment to strengthening partnership for peace and nation-building during the Tinabalangay sa Trese Forum and the Ceremonial Signing for the renewal of the Memorandum of Understanding (MOU) on Wednesday, May 21, 2025, held at the Watergate Hotel, Butuan City.

4ID Commander Major General Michele B. Anayron Jr., together with Brigadier General Antonio B. Dulnuan Jr., Commander of 401st Infantry Brigade; Brigadier General Adolfo B Espuelas Jr., Commander of 402nd Infantry Brigade; and Brigadier General Arsenio D.C. Sadural, Commander of 901st Infantry Brigade, attended the said activity.

DSWD Field Office Caraga led by Mari-flor A. Dollaga-Libang, spearheaded the activity that was also attended by the heads and representatives from various national government agencies and local government units in Caraga, law enforcement agencies, businesses, education, and social sectors.

The gathering aimed to continue the implementation of “Tinabalangay sa Trese, which has paved the way for more collaborative efforts among public and private stakeholders under DSWD’s Volunteer Mobilization Program (VMP). Within the framework of the government’s disaster risk reduction programs, the forum also sought to promote the inclusion of volunteers, the business sector, and civil society organizations (CSOs) to ensure resource complementarity and effective public service delivery, especially in vulnerable communities and Geographically Isolated and Disadvantaged Areas (GIDAs).

A key objective of the event was also to reaffirm the commitment of all partner agencies and sectors through the formal renewal of the MOU, signifying their unified support to advancing peace, development, and resilience-building efforts across the Caraga Region.

In a statement, the 4ID Commander highlighted the critical role of DSWD and the cooperation of all concerned agencies in the said endeavor, which is the primary goal of the government’s whole-of-nation approach.

“The signing of this Memorandum of Understanding marks a renewed commitment between 4ID and the Department of Social Welfare and Development Caraga to strengthen our partnership in serving the Filipino people. This agreement reinforces our shared goal of building resilient communities through volunteerism, peace-building, and the timely delivery of social services. Together, we move forward under a unified mission, guided by the Whole-of-Nation Approach, to bring lasting impact where it matters most,” the 4ID Commander said.
